The Biden administration has authorized Ukraine to use long-range missiles supplied by the United States, including ATACMS, for strikes inside Russia. This marks a significant shift in Washington’s approach, after months of limiting Kyiv’s use of advanced weaponry to within its own borders.

Ukrainian President Volodymyr Zelensky responded subtly, stating, “Missiles speak for themselves.” Meanwhile, Russia’s President Vladimir Putin has yet to comment, though Kremlin officials have called it an escalation.

Strategic Context

Ukraine’s recent territorial gains, particularly in Russia’s Kursk region, seem to be a bargaining chip in future negotiations. The decision also addresses an increasing threat posed by North Korean troops reportedly fighting alongside Russian forces, with estimates of 11,000 stationed in Kursk.

The ATACMS missiles, capable of reaching up to 300 km, have been pivotal in Ukraine’s efforts to counter Russia’s drone strikes and assaults in Donetsk and other regions. Biden’s move may also encourage allies like the UK and France to approve the use of Storm Shadow missiles.

Implications for U.S. Policy

This decision aligns with Biden’s commitment to expedite aid to Ukraine ahead of his departure from office. With Donald Trump expressing opposition to continued military aid, Biden’s administration is racing to reinforce Ukraine’s defense capabilities.

The U.S. remains Ukraine’s largest arms supplier, having committed $55.5 billion in aid since the war began. As the conflict intensifies, this policy shift underscores America’s strategic gamble to strengthen Ukraine’s position on the battlefield and at the negotiating table.
